Setting up as a toiminimi (sole trader) in Finland is refreshingly light on paperwork, but two things catch newcomers out: when VAT actually kicks in, and the YEL pension insurance that everyone must take.
Registration through YTJ
You register the business through the Business Information System (ytj.fi), a single online notification that serves both the Finnish Patent and Registration Office (PRH) and the Tax Administration (Vero). From one form you get your Business ID and, if relevant, enter the VAT and prepayment registers. A sole trader has no separate legal personality — you and the business are one for tax and liability.
The €20,000 VAT threshold
You must register for VAT when turnover exceeds €20,000 in a calendar year. This threshold was raised from €15,000 on 1 January 2025, and it is tested against both the current and the preceding calendar year. Below it, VAT registration is optional; above it, you charge the standard 25.5% rate, file periodic VAT returns, and can deduct input VAT on your purchases. Watch the line closely — cross it mid-year and the obligation applies from the start of that turnover.
Income tax and YEL
Business profit is split into a capital-income portion (taxed at 30%, or 34% above €30,000) and an earned-income portion (the progressive state scale plus municipal tax). Separately, most self-employed people must take YEL entrepreneur's pension insurance: 24.40% of confirmed YEL income for 2026, with a 22% new-entrepreneur discount for the first 48 months and a minimum confirmed income of €9,423.09. Because YEL income also drives your sickness and unemployment cover, setting it realistically matters more than minimising it.
